The FDNE without power injections represents only a passive network.
The Enable Power Injections parameter is used to enable power injections, which can be used to maintain steady-state powerflow when connected to the rest of the network. If the boundary/terminal conditions are known, (ex. bus voltages, powerflow (P, Q) at the terminals of the FDNE, based on a solved powerflow or the original network), the FDNE automatically calculates power injections. For each frequency power injections are calculated as:

Y is the admittance of the FDNE at the desired frequency.
V is the terminal voltages vector at each frequency.
P, Q are the active and reactive powerflow (from the FDNE to the rest of the network).
